During a session titled "A Voice from the Community…. Real-Life Examples" at IGCF 2025
His Excellency Dr. Abdullah Belhaif Al Nuaimi, Chairman of the Sharjah Consultative Council (SCC), emphasised that Sharjah places legislation at the centre of its development, as it forms the basis for serving society and advancing human wellbeing. He added that shaping the future requires institutions operating under clear laws and a proactive vision capable of anticipating challenges.
This came during a session titled " A Voice from the Community…. Real-Life Examples" on the opening day of the 14th International Government Communication Forum, in the presence of Sheikh Majid bin Sultan bin Saqr Al Qasimi, Head of the Districts Affairs Department.
Legislation as the foundation of community service
Dr. Al Nuaimi noted that institutional progress relies on continuous engagement between organisations and the communities they serve. He highlighted that His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, ensures legislation is always aligned with public needs.
He said: “Clear legislation and institutions working within it give us confidence that we are moving in the right direction,” he said. He added that institutions built on legal foundations can shape the future, while those without such a foundation are at risk of becoming obsolete.
He described the Districts Affairs Department as a community-rooted entity that understands where development is most needed. He said that ongoing dialogue between the department and the SCC fosters joint thinking to meet public aspirations. While acknowledging the contributions of all departments, he noted that this department holds a unique role due to its direct link with community life, calling it “the umbilical cord” that has helped Sharjah respond effectively to societal needs.
During the session, he also highlighted the importance of proactive thinking, particularly in times of crisis such as natural disasters. He explained that council members can offer vital information to help authorities respond ahead of time. Dr. Al Nuaimi called on the people of Sharjah to play an active role in anticipating and addressing both emergencies and social challenges.
Dr Al Nuaimi concluded by stressing the need for impactful projects that can guide the Arab world into the future. He pointed to the UAE’s achievements in fields like sustainability and food security as a source of regional pride and an inspiring model for the wider Arab world.
